The keywords in the page title and the page description are the most important keywords in this optimization while the metatag keywords list (different than the keywords in the title and description) is just for additional keywords not already mentioned. The metatags keywords list is therefore not as important as other factors and is limited to 10 or so words as the engines only look at about 10 words and google doesn't even look at it at all.
